Franklin is one of the 64 parishes in the state of Louisiana. It was formed in 1843 from parts of Catahoula parish, what was formerly known as Carroll parish, Madison, and Ouachita parishes. As of the 2010 census, the population was 20,767. The county seat is Winnsboro.
